Sénateur pendant plusieurs années avant d&#8217;accéder à la présidence de la République, il succède à son rival Florvil Hyppolite. Sous sa présidence, il gouverne avec le soutien du sénat et de la chambre. Son mandat prend fin par un coup d&#8217;état, qui marque la fin de son mandat de président libéral.
