President Bush ordered the deployment of the Marines to Haiti as part of an “interim international force” to restore order. Both France and Canada have agreed to send troops, too. The United Nations Security Council met in emergency session to consider a resolution for a multinational force.

Mr. Aristide was once hailed as the man who could deliver peace and freedom to his nation, a slave nation that liberated itself 200 years ago from its imperial oppressor only to stifle under a blanket of strife and poverty. But his presidency crumbled as he violently cracked down on political dissent and armed rebels seized Haiti’s north this month. The Bush administration, which had earlier been reluctant to suggest that an elected president step down, has shifted its stance over the past several days, increasing the pressure and finally strongly urging him to step down.

In early 1930, President Hoover appointed a bipartisan commission headed by W. Cameron Forbes, formerly the Governor General of the Philippines, to investigate conditions in Haiti and the reason for ongoing minor rebellions in Haiti. After several weeks in the country during which testimony was taken from all sectors of the society, the commission submitted a report that argued that the United States could not relinquish its responsibilities for ensuring the financial stability of Haiti, but made several proposals for changes, especially the separation of civil and military responsibilities, increasing the number of Haitians in the government, and, in general, for less intervention in Haitian domestic affairs.

The President’s Commission for the Study and Review of Conditions in the Republic of Haiti, appointed by President Hoover in February 1930, included, in addition to Forbes, Henry P. Fletcher, an experienced diplomat; Elie Vezina, a prominent Roman Catholic layman who spoke French; James Kerney, a New Jersey editor and an adviser to Woodrow Wilson; and William Allen White, a widely respected liberal Republican known to be sympathetic to the Haitian people.

News of the murder soon reached the American Navy ships anchored in the city’s harbor. President Woodrow Wilson, who was wary about the turn of events in Haiti, and especially the possibility that Bobo would take power, ordered American troops to seize the capital, claiming that the unrest might precipitate a German invasion of the country. They landed the next day, on 28 July, and continued to occupy the country for nineteen years, until August 1934. .

Sam fled to the French embassy, where he received asylum. The rebels’ mulatto leaders broke into the embassy and found Sam. They dragged him out and beat him senseless then threw his limp body over the embassy’s iron fence to the waiting populace, who then ripped his body to pieces and paraded the parts through the capital’s neighborhoods.
Why??? It is said that Sam was forced to contend with a revolt against his own regime, led by Dr. Rosalvo Bobo, who opposed the government’s expanded commercial and strategic ties with the United States.
Fearing that he would share the same fate as his predecessors, Sam acted harshly against his political opponents, particularly the better educated and wealthier mulatto population.
The culmination of his repressive measures came on 27 July 1915, when he ordered the execution of 167 political prisoners, including former president Zamor, who was being held in a Port-au-Prince jail. This infuriated the population, which rose up against Sam’s government as soon as news of the executions reached them.
