He was elected by the Council of State on April 16, 1845, as President of Haïti he was intended to be a figurehead for the mulatto ruling class. A failure in that role and with his unpopular campaign against the Dominicans, who he considered as insurgents, he relinquished his office on March 1, 1846, and was replaced by General Jean-Baptiste Riché and his Boyerist backers, after attempting reforms in the government.

Michel Domingue who was born in Les Cayes in 1813, became President of Haiti from June 14, 1874 until April 15, 1876. On June 11 1874, General Domingue was elected for a term of 8 years as president of Haiti. After political turmoil and violence, President Domingue resigned on April 15, 1876 and went into exile in Kingston, Jamaica, where he died a year later.

After the death of André Rigaud on September 18th 1811, who ruled the department from November 3rd 1810, for a limited time, Jérôme Maximilien Borgella succeeded him as President of the council of the Department of the South (21 Sep 1811 – 20 Mar 1812). He was elected by the departmental assembly as General-in-Chief of the Army of the South and as President of the council. General Borgella then gave in his adherence to Président of the Republic of Haiti (South of Haiti), Alexandre Pétion (1807-1818), consequently, there was a re-incorporation of the Department of the South to the rest of the Republic.
Président Jean-Pierre Boyer, who was president of a reunited Haiti in 1820 (1818-1843) and also annexed the newly independent Spanish Haiti (Santo Domingo), gave him important tasks and instructions. General Borgella will be loyal to him til his death on March 30 1844, in the city of Port-au-Prince.
